方案设计的主要工作内容是对建设项目和建筑区进行总体规划，进行建筑设计(包括建筑造型、立面、布局、规划)和区域布置，确定建筑、人防、园林绿化、交通、消防等的方案设计，提出建筑模型和技术经济指标等。
在方案设计阶段，PM公司需要协助业主方向城市规划部门申报本工程的规划意见书，规划部门在规划意见书中将对拟建项目提出具体要求，规划意见书是方案设计的依据。
方案设计管理的要点包括:
①总体方案审核。对项目布局、建设规模、产品方案、设备配套条件、市政配套条件、投资估算等进行论证、审核。
②环境影响审核。方案设计是否符合环评报告批复意见的要求，是否考虑到生态环境和自然保护许可。
③市政配套。水源、电源、热源及其供应线路、供应方式、供应指标是否可靠合理;通信方式、线缆、通道、网络等是否满足项目的使用要求。
④重要设备的选用。工程中的重要设备选用方案是否可靠合理。
