初步设计管理

1)初步设计的前置条件

开展初步设计要具备下基本条件:

①建设项目可行性研究报告经过审查，并已获得核准文件;

②已办理征地手续，并取得城市规划部门和国土资源管理部门提供的建设用地规划许可证和建设用地红线图，或取得当地政府的承诺:

③取得规划部门提供的规划设计条件通知书、环保部门批准的环境影响评价报告书;

④已办理各种外部协作条件的取证工作和完成科研、勘察任务，并转交设计单位，作为设计的依据。

2)初步设计的深度要求

初步设计要满足下列基本要求:

①多方案比较:在充分细致论证设计项目的经济效益、社会效益、环境效益的基础上，择优推荐设计方案;

②建设项目的单项工程要齐全，要有详尽的工程量清单和计算书，主要工程量误差应在允许范围以内;

③主要设备和材料明细表要符合订货要求，可作为订货依据

④总概算不应超过可行性研究投资估算总额的10%;

⑤满足施工图设计的准备工作要求;

⑥满足招投标、施工准备、开展施工组织设计的要求;

⑦满足经核准的可行性研究报告中所确定的主要设计原则和方案。
