根据项目合约规划、项目总控计划的要求，招采工程师负责编制项目的招标采购工作计划。
编制采购计划时应对以下内容进行明确:
①采购的工程、货物或服务的数量、技术规格、参数和要求。
②所采购的工程、货物或服务在整个项目实施过程中的哪一阶段投入使用。
③每一项采购彼此间的联系。
④全部采购如何分别捆包，每个捆包应包括哪些类目。
⑤每个捆包从开始采购到到货需要多少时间，从而制定出每个捆包采购过程阶段时间表，并根据每个捆包采购时间表制定出项目全部采购的时间表。
⑥限制条件。由于竞争的存在、项目的具体要求或其他条件的限制，导致某些招标采购工作必须在某些时刻完成。此外，招标过程中总会存在一些关键事件或者一些里程碑事件，这些都是招标过程所必须考虑的限制因素。
⑦对整个采购工作协调管理。
